Kalpasar: a 60 km dyke, ₹1.33 lakh crore, and a landing beside Bhavnagar

Kalpasar has been talked about in Gujarat for four decades. In May 2026 it moved from talk to paperwork: the Government of Gujarat applied for environmental clearance with an updated estimate of ₹1,33,246 crore, and DeshGujarat reported the alignment in detail on 29 May. The detailed project report had reached finalisation stage in December 2025.

The alignment

The proposal is a 60.13 km dyke across the Gulf of Khambhat, roughly 130 metres wide. On the Bhavnagar side it connects near Kardej via a 19.83 km western flank to NH 751. On the Bharuch side it connects at Paniyadra via a 13.6 km eastern flank to State Highway 6. The sea portion is about 26.7 km. On the dyke, the plan carries a multi-lane road and a multi-track railway; the road network in the scheme runs to 100.5 km and the rail alignment to 97.43 km.

What it does to Bhavnagar

• Distance to South Gujarat: Bhavnagar to Surat falls from about 240 km to roughly 60 km. The industrial belt from Hazira to Dahej becomes a neighbour rather than a day trip.
• Fresh water: the reservoir behind the dyke would cover about 1,600 sq km with 7,807 million cubic metres of live storage, fed by the Sabarmati, Mahi and Dhadhar. Water is the constraint most Saurashtra industrial land never escapes.
• The corridor officials describe: a single economic corridor between Bhavnagar, Bharuch and Ahmedabad.

Why it matters for a plot at Kala Talav

The western flank ties the dyke to NH 751. That is the highway the park fronts, and the same road that carries the Ahmedabad–Dholera Expressway traffic into Bhavnagar. If Kalpasar is built, the park sits between the expressway junction at Adhelai and the flank road to the crossing.

We list Kalpasar as proposed, at DPR stage, with clearance applied for. It is the biggest item on the timeline and the least certain. Buy the plot for the expressway, the port and the city; treat the dyke as upside.

Status

Environmental clearance applied for in May 2026. The state has said the project would take about eight years from commencement after approvals. No construction date exists. We will update this note when one does.

Update, 26 September 2026: later reports put the estimate at ₹1.57 lakh crore with a 13,000 MCM reservoir and a 16-lane road on the dam, and an Indo-Dutch expert group is under consideration. Read the follow-up.
